Because Japan is a high-context culture, they do not reject you in the face. Instead, they will use all sorts of indirect ways to express their negative answer, such as... "I think it will be difficult", "Chances are slim", or any other reasons to suggest that "NO" is imminent. If it proves futile to deter the determined foreigner, they will become quiet and let you wait till you persist them with another irritating call a few weeks later.
